We spoke yesterday morning about the draft telegram enclosed with your letter of 20th February regarding Bar Damage Compensation2. Subject to marxinent/in the final sentences of paragraphs 2 and 3, designed to avoid giving the impression that a final decision would be made here without the Colony's endorsement, and to a verbal amendment in paragraph 4, I told you that we could agree the telegram,
You are going to let us have a copy of a telegram which is to go in similar tems to Hong Kong. In this connection I mentioned that the Hong Kong proposals for U.E. assistance took into account the existence of outstanding wartime liabilities whereas, in Malaya, little seems to have been said at this stage. This is a point to which it will no doubt be necessary to give further consideration.
